WebbGlobal policies are default. It looks like the "let anonymous people start a meeting" policy applies to dial-in participants only. I think the Global "automatically admit people policy" only allows organizers to turn that option on -- It has to be enabled by the organizer by clicking "Meeting Options" in the meeting invitation.
